Birth certificate authentication is the state seal plus the U.S. Department of State and the embassy; we run those offices from Florida. Immigration in Dubai, Doha or Kuwait wants a legalized birth certificate before the child appears on the residence. So every week without it is a week of uncertainty.
The souvenir document with footprints, and even some county forms, cannot be certified, because only the vital records copy carries a signature the state will certify.
Some receiving offices want the version with the parents' details. So ordering the short form first means ordering again.
The copy is certified by the state that issued it. Therefore, a Texas birth certificate starts in Austin, no matter where the family lives now.
The certificate was apostilled for a Convention country. However, the Gulf immigration office rejected it, because none of the five countries accepts apostilles.
Each certificate follows the chain on its own. As a result, a single rejected copy delays the entire family's file.
