Free sale certificate legalization is what buyers in the UAE, Qatar, Kuwait, Egypt and Iraq ask for, because those countries do not accept the apostille. We run the full chain for the certificate you already hold, up to the embassy in the United States.
The full chain, in writing, before we start
Apostille de la Haya is the trade name of Riveros International Business Corp, a private company registered in Florida. We are not the FDA, the U.S. Department of State or an embassy, and none of them endorses us.
We handle the legalization of a certificate of free sale that you already hold. We do not issue or request it, and we do not speak for any embassy.
Each certification comes from the competent office or the embassy, and you can go to them directly. Our fees come on top of the official fees.
An apostille only works between Hague Convention members. The United Arab Emirates is not one, and neither are Qatar, Kuwait, Egypt or Iraq. So an apostilled certificate of free sale has no legal effect there.
Those countries rely on consular legalization instead: a chain of certifications that ends with their own embassy’s seal in the United States. That chain is the free sale certificate legalization we handle.
By contrast, Saudi Arabia joined the Hague Convention in December 2022, so a certificate going there needs an apostille, not this chain.
Who issued your certificate decides where the chain starts.
From the FDA, a state agency or a chamber of commerce. With a chamber certificate, a notary witnesses the signature first.
State and chamber certificates get a state certification. FDA certificates skip this link, because they are federal.
The Office of Authentications at the Department of State adds its authentication certificate.
Finally, the destination country’s embassy in the United States legalizes it. Some countries add a foreign ministry seal after arrival.
These are the only five countries we cover for this service. Each country page explains its embassy step for U.S. documents.

Embassy legalization of U.S. documents.
The state, Washington and the embassy each set their own timelines, and none of them is ours to promise.
Some buyers want a recent certificate. If it ages during the chain, the file may have to restart.
Ask your buyer which authority will receive the certificate, and whether it needs anything after the embassy.
We run the whole chain, and you deal with the same person in English or Spanish. Also, we already handle legalizations for these five countries.

Start the legalization chain with the same certificate. Send us a copy, and we confirm which links it needs.
Saudi Arabia joined the Hague Convention in December 2022, so it takes an apostille. Our certificate of free sale page covers that route.
The United Arab Emirates, Qatar, Kuwait, Egypt and Iraq. We do not offer the consular route for other countries.
Every office and the embassy set their own timelines, so we do not promise days. We update you as each link closes.
No. Your company requests it from the FDA, the state or the chamber. We handle the legalization of the one you already hold.
Tell us who issued your certificate and which of the five countries it is for. We reply with the exact chain and a written quote.

The Hague Conference publishes the official list of member countries, where you can check which countries take an apostille. In addition, the Department of State explains its authentication certificates. The FDA, for its part, describes its export certificates. Finally, here is our privacy policy.
