A certificate of free sale tells a foreign buyer or regulator that your product sells legally in the United States. Foreign authorities usually ask for it with an apostille or legalization. However, the office that seals it depends on who issued it, and that is where most delays start.
Your importer can reach us directly in Spanish
Apostille de la Haya is the trade name of Riveros International Business Corp, a private company registered in Florida. We are not the FDA, the U.S. Department of State or an embassy, and none of them endorses us.
We work with the certificate of free sale your company already holds. We do not issue it, request it or file for it with the FDA, a state or a chamber.
The competent office always applies the apostille, and you can go there yourself. Our fees cover the handling, on top of the official fees.
Foreign health authorities and importers often ask for it, for example to register a product or to clear an import. The receiving authority sets the exact requirement, so confirm it with them or with your importer first.
Also ask whether they need a recent issue date. That detail changes the order of the steps, because the certificate has to stay current until it reaches them.
If the destination is not a Hague member, an apostille is not enough. In that case your certificate of free sale needs legalization, which we also handle for five countries.
A federal document. So the U.S. Department of State applies the apostille, and it calls for an original signature and the agency seal.
Some states issue their own certificate, Michigan among them. Then that state's Secretary of State applies the apostille.
A private document. First a notary witnesses the chamber officer's signature; then the state where the notarization took place applies the apostille.
A photo of the certificate tells us whether it came from the FDA, a state or a chamber. That single fact picks the office.
For a Hague country we handle the apostille. For the UAE, Qatar, Kuwait, Egypt or Iraq, we set up the legalization chain.
We file the document, keep you posted and ship it with a tracking number.
A state certificate sent to Washington, or an FDA one sent to a state, comes back unsealed.
Most FDA food certificates now come as electronic PDFs, so we check your copy first and confirm the route in writing.
If the product or manufacturer name differs from the foreign file, the authority may reject it even with an apostille.
The United Arab Emirates, Qatar, Kuwait, Egypt and Iraq want legalization, not an apostille.
We apostille FDA certificates regularly, and we also accept certificates of free sale from state agencies and chambers of commerce. Also, since we work in English and Spanish, your Latin American importer can write to us directly.

It is a document stating that a product sells legally in its country of origin. Abroad, buyers and regulators often ask for it to register or import that product.
At the U.S. Department of State Office of Authentications in Washington, because the FDA is a federal agency.
Then the Secretary of State of that same state applies the apostille, and Washington plays no part.
That depends on what the receiving authority accepts. If it does, a notary first witnesses the chamber’s signature, and then the state applies the apostille.
No. The manufacturer or exporter requests it directly. We handle the apostille of the certificate you already hold.
Tell us who issued your certificate and where it is going. We reply with the office that applies and a written quote.
Send a photo of the certificate on WhatsApp, and we will tell you which issuer it shows and which route it takes.
Every route for FDA documents.
For five countries outside the Convention.
CFG, CPP and Certificate of Exportability.
How the Washington office works.
The FDA explains which food export certificates it issues and in what format. In addition, states such as Michigan publish their own certificate of free sale. Meanwhile, the Hague Conference keeps the list of member countries. Finally, here is our privacy policy.
