Power of Attorney Legalization for Non-Hague Countries: Egypt, Iraq, Kuwait, Qatar and the UAE

A power of attorney signed in the United States is just paper in Cairo, Baghdad, Kuwait City, Doha or Dubai until it has been through power of attorney legalization: notarization before a Florida Notary Public, the state seal, the U.S. Department of State and the embassy of the country where your representative will use it. We write the document with you, notarize it in-house and take it through every office.

Power of attorney signed before a Florida Notary Public before its legalization — Poder notarial firmado en Florida

What we do, and what we do not decide

Apostille de la Haya, trade name of Riveros International Business Corp, is a private company registered in Florida. We are not a government office, not an embassy and not a law firm: we draft the document according to your instructions, notarize it and manage its legalization, but we do not advise on which powers to grant, and the seals are issued by the offices in charge. Our fees are separate from official fees. If you are unsure about the scope of the power of attorney, consult an attorney in the destination country before signing.

The problem

Why power of attorney legalization goes wrong so often

The generic template

A downloaded «general power of attorney» rarely says what the notary office in Egypt or the land department in Dubai needs to read. Instead, purpose-specific wording is what gets accepted.

Names that do not match

The grantor's name on the document differs by one letter from the passport, or the representative's name follows a different transliteration. Either way, it is grounds for refusal at destination.

Signed, but only apostilled

An apostille is valid in Convention countries only. For the five countries we serve, the document needs the embassy seal. However, many people find out after signing.

The consulate is far, or closed to you

Some consulates draw up powers of attorney for their own nationals in person. But if you are not a national, or the nearest consulate is a flight away, that route is not available.

Missing property or company details

A sale power without the property's registration data, or a corporate power without the company's registry number, comes back from the receiving office. Then you sign again.

A revocation that never reached anyone

A power of attorney granted years ago is still valid abroad until a revocation is legalized the same way. Yet few people know that until it matters.

How we solve it

Power of attorney legalization: how we build a document that survives the trip

Purpose-specific drafting

Sale, purchase, rental, inheritance, bank, company representation, vehicle, custody: we draft the powers the destination expects, in English or Spanish, from your instructions. So the wording fits the purpose.

Identity checked against the passports

Every name, passport number and address is copied from the documents you send. As a result, the receiving office reads exactly what it will compare.

Notarized under our own roof

A Florida Notary Public leads the practice. So you sign in person at our Brickell office by appointment or, where the destination accepts it, by video call.

Property and company data in place

Registration numbers, addresses and corporate details go into the document exactly as they appear in the records you provide. In other words, nothing from memory.

The full chain, one contact

State certification, U.S. Department of State authentication and the embassy of the destination country are handled by the same person. Also, that person reports at each seal.

Revocations handled the same way

If you need to revoke a power of attorney abroad, we draft, notarize and legalize the revocation through the identical chain. Otherwise, the old one keeps working.

How it works

Power of attorney legalization, from signature to embassy

Because each office certifies the previous signature, the sequence cannot be shortened. The general explanation of the chain is on the main document legalization page; here is how it applies to a power of attorney.

Apostille de la Haya
01

Drafting and notarization

We prepare the document with the powers you need; you sign before a Florida Notary Public. The notarial certificate is what the state will certify next.

02

State and federal seals

The Florida Department of State certifies the notary's signature; the U.S. Department of State in Washington authenticates that certification.

03

Embassy of the destination country

The embassy or consulate of Egypt, Iraq, Kuwait, Qatar or the UAE legalizes the document. At destination, a ministry of foreign affairs step may follow; we tell you in advance.

What we legalize

Powers of attorney we draft for legalization

The purposes we see most often. If yours is different, we review it before quoting; which powers to grant remains your decision or your attorney’s.

Sale or purchase of property

Inheritance and estate division

Bank accounts and financial matters

Company representation and management

Court and administrative proceedings

Vehicle sale or transfer

Family and custody matters

Revocation of an earlier power of attorney

Before you sign

What power of attorney legalization needs before you sign

The exact powers, written out

Sell, buy, rent, collect, open or close accounts, represent before authorities: each verb the representative will need must be there, because a vague general power is refused more often than a specific one.

Passports on the table

We draft from the passports or national IDs of both parties, not from memory. Otherwise, a single different letter at destination means starting over.

Property, vehicle or company identifiers

Registration data for real estate, VIN for vehicles, registry number for companies: include them exactly as the destination records show them. Then the receiving office finds what it expects.

In person or by video call

Florida allows online notarization for many documents. However, some destinations insist on an ink signature, so we confirm which applies before you book.

Language and translation

We draft in English or Spanish. The Arabic version, when required, is normally produced at destination, after legalization.

How long it stays valid

Some countries and entities limit how long a power of attorney is accepted after signing. So we share what we see in practice, and you can time the signature.

Destination

Where a legalized power of attorney goes, country by country

United Arab Emirates

Embassy or consulate general attestation, then MOFA attestation in the Emirates; land departments and banks usually want an Arabic translation made there.

Qatar

Embassy attestation, then the Ministry of Foreign Affairs in Doha; commonly used for company representation and property matters.

Kuwait

Consular section of the Kuwait Embassy in Washington, D.C., then the Ministry of Foreign Affairs in Kuwait.

Egypt

Embassy or consulate with jurisdiction; the notary office in Egypt may also require the Ministry of Foreign Affairs stamp. Nationals who can appear in person have the consular route as an alternative.

Iraq

Consular section of the Iraqi Embassy in Washington, D.C., then the Ministry of Foreign Affairs in Iraq; frequent for company managers and family matters.

Yes. We draft it from your instructions, in English or Spanish, with the identity details as they appear in the passports, and we notarize it. However, we do not advise on which powers to grant.

Often, but not always, because some destinations require an ink signature before the notary. So we confirm which applies to your country and document before you book.

Because Egypt, Iraq, Kuwait, Qatar and the United Arab Emirates are not part of the Hague Convention. So their authorities require the embassy seal.

If you are a national of the destination country and can appear in person, some consulates draw up the document themselves. Otherwise, the notarized and legalized route is the alternative, and that is what we run.

Passport details of both parties, the exact powers, the destination country and, if applicable, the property, vehicle or company identifiers. Also, we send a short checklist in the first reply.

Drafting and notarization take days. Then the three seals take several weeks, so the written quote includes an estimated timeline.

Yes. A revocation must be notarized and legalized through the same chain to take effect abroad. So we handle it identically.
